Where You Will Work 

This a DISL Tier 1 position assigned to the Mission Integration Directorate. The overarching responsibilities assigned to this position include oversight of NRO and INDOPACOM mission partner integrated solutions capitalizing on the continuous awareness of evolving NRO capabilities.  The INDOPACOM PM is the strategic NRO in-theater advisor on the coordinated application of general and specialized knowledge, skills, expertise, and practices necessary for the effective conceptualization, operationalization, implementation and accomplishment of mission, goals, and objectives, under broad guidelines, in support of INDOPACOM.  The incumbent is embedded within INDOPACOM and is the authoritative evaluator, and advisor to executive and senior leadership on NRO data and capabilities in support of national security.  The INDOPACOM PM is the NRO liaison between NRO and INDOPACOM senior leaders and executive partners.  The incumbent is tasked with creating and managing strategic relationships and communication channels providing objectively based information on NRO capabilities for unified decision-making.

The INDOPACOM PM is located at INDOPACOM Headquarters on the island of Oahu; Camp Smith, Hawaii.  Travel requirements include to the Continental United States (CONUS) and countries in theater.

What You Will Be Doing 
 
  • Serves as the key NRO executive to INDOPACOM executives and senior leadership providing programmatic oversight and executive-level engagement strategies ensuring a current awareness of NRO Overhead Systems capabilities and NRO program advocacy in support of the INDOPACOM decision-making apparatus.
  • Responsible for all the NRO operations, activities, and initiatives in theater with operational leadership ensuring a coherent team aligned with both the command and NRO priorities.
  • Coordinate across all Ds&Os on NRO efforts regarding INDOPACOM requirements related to all problem sets in theater.
  • Provides strategic advice and information on NRO satellite, ground infrastructure, tools and data to support INDOPACOM mission domains and battle space awareness planning and mission assessment.
  • Provides strategic advice to NRO Overhead Systems product consumers pertaining to NRO satellite, ground infrastructure, tools, and data supporting INDOPACOM mission domains and decision-making apparatus in support of battle space awareness planning and mission assessment.
  • Develops and manages strategic executive and senior relationships with NRO and INDOPACOM partners as a conduit to share, negotiate, or settle highly complex and controversial issues, as well as to discuss policy matters and major changes in program emphasis, provide authoritative advice, gain cooperation and/or support, persuade to action or to coordinate implementation of decisions related INDOPACOM shifting priorities, enhancement in NRO capabilities or delivery, INDOPACOM evolving service and support needs, collection, dissemination, and use of data derived from NRO Overhead Systems within INDOPACOM command centers.
  • Provides strategic direction and goalsetting for employees, military, contractors, and partners involved in integrating NRO Overhead Systems capabilities into INDOPACOM mission activities. Responsible for assigning tasks and performing various technical and advisory functions relative to the personnel assigned to the particular project segments.  Demonstrate ability to work effectively with teams by fostering a collaborative work environment across the organization, understanding the dynamics and differences in roles to motivate and build team cohesiveness, encouraging information sharing, constructive feedback and cooperation from others, and coaching team leaders on issues, problems and solutions.
  • Introduces new NRO capabilities to constituent groups within INDOPACOM.
  • Oversees and/or authorizes NRO field testing, evaluation and analysis of applications for use by INDOPACOM. 
  • Oversees the INDOPACOM integration support of NRO Overhead Systems through training, education, and exercises.
  • Secures classified information in accordance with EO 13526, and adheres to the tenants of NRO Directive 80-3, EEO and Diversity Management.
  • Performs other duties as assigned.

Controls Over Work

The PM/INDOPACOM reports directly to PDD/MID & D/MID and receives only general direction; plans, organizes, and executes and/or directs assignments to accomplish mission objectives.  The incumbent discusses only the most critical issues with supervisor.  Completed work is reviewed in terms of effectiveness in meeting requirements, compliance with policy, and for its contribution to the advancement of understanding of the NRO enterprise.

The incumbent is given only broad, general guidance on management of policy and program integration responsibilities.  In these capacities, the incumbent has maximum latitude for independent judgement and freedom to plan and execute initiatives of utmost importance to the national security space program.  Work is reviewed to assess progress in attaining corporate objectives.
The scope of the incumbent’s authority encompasses the entire range of program management applied to NRO and INDOPACOM relations and integrated ventures.  The incumbent’s performance contributes materially to the effectiveness and credibility of the NRO to meet critical national needs.  The incumbent advises stakeholders on complex programmatic determinations.  The analyses performed under the incumbent’s direction may involve multi-billion dollar resource decisions supporting the NRO, DoD, and other IC Partners.

The incumbent works within existing laws, regulations, and DoD policy for assigned programs and the principles and concepts of public administration and management. 

Qualifications

 
  • Immersive and advisory-level understanding of the NRO mission, roles, responsibilities and capabilities.
  • Immersive and advisory-level knowledge and understanding of NRO overhead reconnaissance (GEOINT, SIGINT and MASINT) systems and capabilities, data dissemination methods, and user tools.
  • Immersive and advisory-level knowledge of the Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) process of NRO-derived data.
  • Seasoned and adaptive interpersonal, communication, leadership, team building and negotiation skills with a demonstrated ability to effectively execute executive reasoning/function skills to persuade, negotiate, unify, adjust, recalibrate, motivate, and drive decision-making in time sensitive, high-stress, high-stakes environments.  
  • Demonstrated executive presence and political acumen with ability to effectively interact at all levels of the organization, work across organizational boundaries, and objectively steer organizations to a common ground in order to advance mission.
  • NRO Program Office and/or NRO Directorate experience.
  • Intelligence Community and/or DOD experience supporting operations or exercises.
  • Experience and/or knowledge of topical issues relevant to the INDOPACOM AORs
  • Experience and/or knowledge of FVEY partner relationships, and data sharing agreements

Intelligence Community (IC) Senior Officer Core Qualifications (SOCQs) – Applicants must demonstrate their career readiness to succeed in a senior officer position within the Intelligence Community. The applicant responses to the following three ICSOCQ competencies are used to qualify the applicant for this position.  Current DISL and DISES applicants have already been qualified and do not need to address the ICSOCs.  GG-15 employees please provide a written response to each of the following.   1.   1. Enterprise Focus: IC senior officers are expected to demonstrate a deep understanding of how the missions, structures, leaders, and cultures of the various IC components interact and connect; synthesize resources, information and other inputs to effectively integrate and align component, IC, and the United States Government interests and activities to achieve IC-wide, national, and international priorities. Senior officers are expected to encourage and support Joint Duty assignments and developmental experiences that develop and reinforce enterprise focus among their subordinates. Candidates assessed against the competency must understand the roles, missions, capabilities, and organizational and political realities of the intelligence enterprise; apply that understanding to drive joint, interagency, or multi-organizational mission accomplishment. Understand how organizations, resources, information, and processes within the IC interagency/multi-organizational environment interact with and influence one another; apply that understanding to solve complex interagency or multi-organizational problems.

Technical Qualifications

  4. Authoritative or strategic advisory experience supporting operations or exercises for the NRO, IC, DoD, and INDOPACOM.


Other Significant Facts and Requirements

Excepted Service: This position is an Excepted Service, Defense Civilian Intelligence Personnel System (DCIPS) position under authorities of the U.S. Code Title 10, Section 1601 and 1607, dated 20 July 1999.
A Joint Duty Assignment (JDA) Program certification is required for promotion or assignment into an Intelligence Community Senior Officer position.  
DCIPS Trial Period: Newly appointed NRO Cadre senior officers must meet a two-year DCIPS trial period if not previously satisfied.  Runs concurrent with other probationary or trial periods.
DISL Probationary Period: Newly appointed DISL employees (including DISES moving into a DISL position) must complete a one-year DISL Probationary Period if not previously satisfied.
Citizenship: U.S. citizenship required to qualify for this position.
Drug-Free Workplace: Position is a Testing Designated Position.  Incumbent subject to pre-employment and random drug testing.

Security Clearance: Position is designated critical-sensitive and incumbent must obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information. Employee remains subject to initial and periodic Counterintelligence Polygraphs and the terms of their signed NDA.
Financial Disclosure: The incumbent is required to submit an initial OGE 278e (Financial Disclosure) within 30 days of appointment and annually thereafter in accordance with the Joint Ethics Regulation.
Education Requirement: Advanced degree preferred in related field.
Duty Hours: The incumbent is required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.

Hiring Incentives

The NRO may offer hiring incentives and other entitlements at management’s discretion.

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period, if not previously satisfied.
