The Mission Operations Directorate (MOD) is the single National Reconnaissance Office (NRO) entity that operates all NRO systems to deliver intelligence value to national decision makers, the Intelligence Community, and warfighters. The NRO Operations Center (NOC), which is a MOD headquarters element, is responsible for integrating, synchronizing, and de-conflicting operational activities, and assessing performance of the NRO operations enterprise. The NOC is responsible for supporting daily mission operations, leading protection activities, supporting anomaly recovery processes for NRO mission systems, reporting operational status and threat warning on NRO capabilities, and providing exercise and contingency response support for protection and defense of all NRO enterprise operations. The NOC maintains continuous situational awareness of operational status, threat environment, operational intelligence support to threat mitigation activities, flight safety evaluations, and execution of the Integrated Protection Strategy. The NOC interfaces with acquisition elements throughout the NRO; and with MGS and Mission Partner organizations across the IC to ensure MOD's globally operated collection and processing systems are fully employed against intelligence issues and targets.

The Developmental Intelligence Analyst is responsible for the characterization of counter-space threats to NRO operational systems through the analysis of current and future counter-space threats. Additionally, the position is responsible for providing vulnerability analysis, the evaluation of threat mitigation options, and the identification of potential collection capability gaps.

What You Will Be Doing  
 
  • Provides detailed analysis and characterization of counter-space threats to NRO operational systems.
  • Supports vulnerability analysis to the NOC, MOD, & NRO Geographically Separated units.
  • Evaluates mitigation options, and identifies potential collection capability gaps.
  • Facilitate the integration and sharing of information with mission partners for counter-space matters to enhance space situational awareness.
  • Facilitates coordination between the Office of Intelligence and NRO Operations Center’s Intelligence Support Division for the integration of operational intelligence and applicable requirements into engineering/acquisition processes for improvement of the enterprise future architecture.
  • Assist in the Joint Planning process through the drafting of documents such as CAMPAIGN plans and associated annexes.
  • Assist in the development and execution of exercises scenarios, scripts, and after actions reports.
  • Integration and development of automated collection/analytical strategies and programs.
  • Collaborate on joint projects with other organizations, representing the interests of the NRO on interagency committees and in conferences and work groups.
 
  • This position requires shift work.

What You Need 
 
  • Ability to draft intelligence products, assessment, and or documents in accordance with Intelligence Community Directives.
  • A demonstrated ability in critical thinking and structured analytics.
  • Basic and practical knowledge of military structure and policies.
  • Knowledge of the missions and functions of customer activities, an understanding of the NRO’s goals and objectives, management and administrative policies, programs, operations, methodology, laws; Executive Orders and regulations of the DoD, and other U.S. Government agencies. Includes the skills required to apply this knowledge to the development of new methods, approaches or procedures relative to signature reduction and Operational Security (OPSEC) support.
  • Demonstrated ability to interact with senior representatives, both military and civilian, of national intelligence agencies, and knowledge of the structure and policies of those agencies and organizations.
  • Basic understanding of space/counter-space threats & capabilities.
  • Knowledge of the regulations, statutes, and directives governing Intelligence Oversight.
  • Demonstrated ability to communicate effectively orally and in writing.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume. 

Rotational Assignment

This position requires a three-year rotational assignment agreement with possible extensions of two-years. Approved extensions will be in one-year increments based on mission requirements. At the conclusion of the rotational assignment, the position’s occupant will be required to relocate to NRO Headquarters, Chantilly, VA or another acceptable assignment within the NRO.

  • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
  • Financial Disclosure: MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Salary

2024 salary range for the Washington, DC area:

GG-11: $82,764 – $107,590. 

GG-12: $99,200 – $128,956. 

**This position is a full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG – 11/12 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.

Hiring Incentives

The NRO may offer hiring incentives and other entitlements at management’s discretion.

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
