Basic Eligibility For A Position With The NRO
The position serves as a National Reconnaissance Office (NRO) Cadre Technical Analyst providing technical and professional advice on engineering, physical science or mathematical/statistical issues affecting the NRO. The position is assigned to Business Plans & Operations (BPO) Directorate, Cost and Acquisition Assessment Group (CAAG) within the NRO. This position serves as a CAAG Team Deputy Lead which may include leading contractor teams in conducting data-centric projects and cost estimates. The position requires the technical ability to participate in both development and management of technical cost analysis methods, models, and tools; data engineering; data infrastructure; automation; software applications; and data science efforts cost analyses of NRO space and ground systems. In addition, this position may support independent cost estimates for new and ongoing NRO space and ground major system acquisition programs. The work requires making many decisions to resolve specific complex or intricate issues and problems; developing new methods and criteria; and proposing new policies and practices. Oversight responsibilities of the position may require NRO Contracting Officer Technical Representative (COTR) qualification within NRO policy-defined timelines.

Minimum four years of government acquisition experience or equivalent.
Expertise in advanced multidisciplinary engineering or related engineering/technical discipline, concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services. Demonstrated interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision; ability to work collegially to find a consensus solution when views differ among agencies, and ability to effectively work independently and within a team or collaborative environment.

This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)). Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay. 2024 STEM Salary ranges:
GG-13: $129,239 – 168,015
GG-14: $144,354 - $187,662
**This position is a Full Performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. - Lead the preparation and review of wide-ranging cost analyses supporting D/NRO, PDD/DNRO and/or D/BPO requests. Effectuate analyses providing greater insights into the resources expended for the acquisition of complex systems and services as well as the resources utilized by NRO as an organization through staff coordination and meetings with the NRO leadership.
- Prepare, provide, and evaluate in the development of cost, performance, and effectiveness assessments of resource at the various states of planning, designing, manufacturing and operations of programs, applying an in-depth knowledge of analytic theories and practices. - Advise personnel on matters pertaining to the development, availability, and application of analytic methodologies. Perform investigative studies involving the development or application of methodologies, which extend beyond the present state of the art or involve and require highly superior analysis products.
- Conduct extensive systematic exploration of problems of an unprecedented nature. Responsible for unique, very-difficult-to-define tasks requiring unconventional approaches and the application and adaptation of sophisticated analytical techniques. Plan and perform investigations to develop new methods and means of validating findings.
- Plan, arrange, and manages collection of historical cost, performance, and effectiveness data and establish relationships between system characteristics and design criteria. Determine variables that drive cost, performance and effectiveness and derive mathematical expressions which best characterize interrelationships. Test these results for statistical validity.
- Advise personnel on matters pertaining to the development, availability, and application of analytic methodologies. Perform investigative studies involving the development or application of methodologies, which extend beyond the present state of the art or involve and require highly superior analysis products.
- Maintains interactions with contractor personnel to evaluate and correct development activities or provide technical and managerial consultations to team managers when problem areas arise.

- Sound understanding of intelligence satellite systems.
- Proven critical thinking skills and reasoning skills as demonstrated by experience in preparing analytical assessments and other written products with emphasis on clear organization, and concise, and logical presentation to include an assessment or recommendation supporting by data or research.
- Mastery knowledge of and ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce authoritative analytical products (such as test plans and final reports) and the ability to employ new methodological approaches to analyze information.
- Overtime Statement: May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Travel Statement: May be required to travel in military or commercial aircraft to perform temporary duty assignments.
- Financial Disclosure: May be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
